I've noticed that limits on physbones (especially on hair) can sometimes make things act strange, and if things aren't acting correctly, consider splitting the physbone into, for example, left side and right side parts. Just know you may have to mess around with the physbones, or the order of bones in the armature a bit if it doesn't look right.
